Electronic Resources & eBooks Policy

The VSCS Libraries prioritize the acquisition of electronic resources over print and physical materials to ensure immediate access for the VSC community. Electronic resources are defined as information resources that are accessible online. Electronic resources refer to databases, online journals, eBooks, and streaming media. 

Existing Electronic resources are evaluated yearly based upon actual usage, cost per use, overall cost and relevancy. 

E-resources that do not require subscriptions (e.g. open access journals and eBooks) and licensing agreements may be added to the collection provided they support the curriculum and research needs of our users and are thoroughly vetted by the Librarians.   

Subscriptions Acquisitions 

The libraries will consider new subscription acquisitions based on requests from faculty, administrators, staff, and students. Priority will be given to resources that support and enhance the curriculum, instruction, and research needs of the VSCS community, with consideration given to the following factors: 

  • Accessibility and usability: on campus as well as remote, license terms, and ease of use. 

  • Content and scope: relative to existing resources and curricular integration. 

  • Relevance and currency: timeliness and long-term value. 

  • Usage and cost: number of courses, course enrollment, and overall cost to acquire. 

The libraries will work with other departments to acquire resources using that department’s funds (non-library funds). 

eBook Acquisitions  

To support equitable access to course materials and respond to demonstrated demand, the library will follow these guidelines when purchasing or upgrading eBooks: 

Unlimited User Access 

If an eBook is required for a course or receives turnaways, the library will purchase or upgrade to an unlimited user license, if available. 

Turnaway-Based Purchasing 

If an eBook is only available as a single-user license, the library will monitor access. 

If 3 unique turnaways occur within a 7-day period, the library will immediately purchase one additional copy after the third turnaway. Additional copies may be purchased as needed, provided the total cost of purchasing more than two additional copies does not exceed $300. 

Faculty Course Recommendations 

If a faculty member recommends an eBook for their course, and only single-user licenses are available: 

The library will purchase up to 3 single-user copies, provided the total cost does not exceed $300.
